Sorry, but that's an entirely pejorative term. There's little to no legitimate reason to be using it.

I don't watch very much TV. When I do, it's usually local news programs. These programs, however, have a tendency to find the worst of the worst locations, and focus on those. The prisons in many other countries are far below the level of those in the US, but that doesn't mean that you can simply fire off accusations like that and expect them to be accepted on your say-so.

*sigh* As much as I hate to say it, I think I agree.
Alright, it looks like this thread has outlived its useful lifespan, so the lock goes on. If anyone wants to have it reopened in the future, PM me and include a good reason for it to be unlocked.
