Someone who's doing it for the wrong reasons or has a beef with tax bureau. I know a few people that are currently fighting the IRS with tax issues and if they were to do this they would definitely not be registering for it.

Well, if you register then you would have to follow the very strict way of making the moonshine and you have to make a list and per gallons of make 190 proof alcohol content every time you make a batch. Which in my opinion is a pain in the butt. Yeah it does pay if you register so you get tax benefits but there are also a dark side to ever lighted side of the tree canopy. ~figuratively speaking of course~
