I've no question about intelligence or speaking. And whoever said language had to be spoken? I think it's made plain enough in the Inheritance series that communication does not have to be verbal, but can be mental as well. So I think it's a possibility to have a race of dragons that used a combination of the gutteral growls, hisses, and body postures, with telepathic communication.
And then of course there may be the spoken language, and I can about guarantee it's going to be nothing like our own. It very well may be that there are no solid words to translate which would be absurd to our ears.

| slightly OT... it's almost depressing to see how little my species matches up with the common views of a "dragon". :P |
